In building a profitable blog, you know that link building is extremely important. But link building campaign is time consuming and even money consuming if you are buying link from other sites/blogs. You may get some links pointing to your blog freely, such as from submitting your blog to blog directories, or you may have to pay someone to get your blog listed in a monthly or annually charges, or you may have building a reciprocal link building with other blogs. In all these link building campaign you must pay attention on the incoming links you get especially when you are buying links or pay some charge money to those links.
Here are some criteria you should consider before doing such link building campaign :
1. The main important factor you should consider is to making sure that you are allowed to use the exact anchor text that contain your most important keywords on the links
2. Be sure that they use simple HREF code format on the links.
3. The link they provided is not using redirection because this type of link won’t pass any amount of PageRank to your blog
4. Make sure that they are not using JavaScript in the link code because sometimes Google couldn’t see the link
5. Make sure that they are not using rel=”nofollow” attribute in the link because search engine will not follow that link
6. Check the link page and make sure that the page does not contain META tag name=”NOINDEX”, because a page using this tag won’t be indexed by search engine
7. Check the PageRank of the exact page your link listed, NOT the hompage PageRank
8. Check and make sure that the page your link listed is indexed by search engine. Copy and paste the page address on Google search box, and see if the page appears on the search result
9. Check and make sure that the links are displayed in the cached page because they may use some tricks to keep search engine to see the outgoing links from their pages
10. Use backlink analyzer tool (tools.seobook.com) to see how many incoming links the page on your link listed has. This is important factor because a page with many inbound links can be as important as the PageRank value of that page
Besides those 10 things, there is one factor that you have to make sure first, that the content or category of the page your link will be placed as well as the anchor text of other links on the same page. This is important that your link is not put in a collection of spammy ads which in turn could bring negative impression on your link from search engine visibility.
These are things you have to make sure before you make a decision in link building campaign for your blog.

Very informative, I still belive the nofollow attribute still works for branding. Not all sites are competing for keywords, some just want traffic, and this is were NF attibute comes into play.
Thanks
Pat
